BRIEF: SVR-IRGC Intelligence Sharing

IRAN: Russia’s geospatial intelligence-sharing agreement with the IRGC is likely to increase American losses in the near term, and may reduce American ISR capabilities.
As of 30 March 2026, Russia’s Foreign Intelligence Service (SVR) continues to assist the Iranian Revolutionary Guard Corps by sharing geospatial intelligence, empowering IRGC detachments to strike American assets with FPV drones, loitering munitions, and ballistic missiles.1 This support substantially improves the accuracy of IRGC strikes2 allowing them to target American intelligence, surveillance, and reconnaissance (ISR) capabilities.3
On 27 March 2026, Iran struck Prince Sultan Air Base in Saudi Arabia with a barrage of drones and satellite-guided ballistic missiles.4 The strike targeted and destroyed an E-3 Sentry (AWACS) surveillance plane, an early warning ‘sensing’ aircraft used for signals intelligence (SIGINT) gathering, target detection and tracking, and command-and-control battle management, with a per-unit cost over 300 million dollars.5 The missile precisely struck the body of the aircraft, destroying the airframe. (Photographs show damage incompatible with a strike by a small drone.)6 This is the first time an E-3 Sentry has been destroyed in combat.7 Twelve American soldiers were wounded in the attack.8
The IRGC alone does not possess satellite capabilities sufficient to carry out this strike.9 Iran’s Tolou-3 satellite series can only conduct low Earth orbit (LEO) operations10, and can only photograph real-time imagery at an accuracy of thirty to sixty feet (five to ten meters)11, meaning Russian capabilities were likely used to identify and target American aircraft.12 The Russian Aerospace Defense Forces’ (VKS) GLObal NAvigatsionnaya Sputnikovaya Sistema (GLONASS) satellite constellation is likely responsible for identifying the E-3 Sentry13, while the SVR is likely responsible for delivering the coordinates to the IRGC. Russia is likely sharing this intelligence in order to 1) degrade American capabilities in the region and 2) perpetuate the effective closure of the Strait of Hormuz to Western allies while 3) guaranteeing safe passage for Russian vessels. This relationship is diagrammed below.
Continued intelligence sharing, particularly targeting American ISR capabilities, is likely to increase American losses and may substantially reduce American intelligence-gathering capabilities. ISR capabilities are the foundation of the war; with reduced ISR capabilities, it may become prohibitively expensive or impossible to continue strikes on Iranian leadership, provide early warning of missile and drone attacks against Israel and the Arab Gulf states, or enforce future treaties, ceasefires, or nuclear agreements.
